1.  Urgent Action Item:  Sussex County voting to restrict shooting ranges Thursday!

Sorry for the late notice, but I just got the word on this a couple of hours ago:  the Sussex County Board of Supervisors will be voting on an ordinance to require pistol and shotgun ranges in A-1 zoning areas to need a conditional use permit to operate.  :-(  The meeting is THIS Thursday, November 19.

Here we go again: another locality wanting to control and restrict shooting.

That is totally unacceptable, especially for such a rural area.  And just what we don't need - more government and less freedom.

Those of you in the area - we need TURNOUT at this meeting to show we do NOT want any more "permits" to be able to exercise our Second Amendment rights.

The meeting starts at 7 PM and I will be there at 6:30 PM to handout "Guns Save Lives" stickers.

Here is the original email I got from Tim Drewry, President of the Airfield 4-H Shooting Club:

Philip:

On Thursday, November 19, 2009 at 7:00 p.m. at the Sussex County Courthouse the Sussex County Board of Supervisors will vote on a recommendation to require pistol and shotgun ranges in A-1 zoning areas to apply for a conditional use permit to operate.

I am afraid that even if we (ASC and Airfield 4-H Center) are "grandfathered in" we may have to seek a permit to add on and improve our facility.  This impacts Boy Scouts, 4-H, NRA events (Women on Target, Pistol Classes, etc.), gun enthusiasts, target shooters, etc.  as well as our ASC members of which you are one.

Supervisor Birdsong (who opposes the change) said the best way to beat this is to fill the meeting hall with opposition to the change and with concerned citizens.

This change would mean every farmer that sets up a shooting range with a portable trap or a dirt hill with cans lined up for his son to shoot may be subject to the County's arbitrary permit review.  Your support, assistance and advice is welcome.  If you can come to the meeting, I will see you there.

See ordinance amendment request below.  It appears that no Supervisor has ever requested a change to the current land use.  It was all the Planning Commission's idea.

ORDINANCE AMENDMENT #2009-02
Ms. Shannon C. Drew, Assistant to the Director of Planning, presented the staff report to the Board.
The Zoning Ordinance currently allows a sporting clays field and a pistol range by right in the A-1, General Agricultural District. Staff is requesting that Section 16-22, § 21 be amended to require a conditional use permit for the location of any sporting clays fields and/or pistol ranges in Sussex County. The requirement of a conditional use permit will allow proposed sites to be evaluated on a case-by-case basis to ensure that they are safe for the environment, the surrounding community and range patrons.
Surrounding localities such as Prince George County, Surry County and Dinwiddie County require a Special Exception to be granted by the governing body, which is equivalent to Sussex County’s Conditional Use Permit, for the location and operation of a sporting clays field and/or a pistol range.
PLANNING COMMISSION RECOMMENDATION:
The Planning Commission at their July 6, 2009 meeting voted unanimously (8-0) to send this item to the Board of Supervisors with a recommendation for approval to be read as follows:
"NOW, THEREFORE BE IT ORDAINED by the Board of Supervisors of Sussex County:
That the Sussex County Code, Chapter 16 (Zoning), Article II (General Agricultural District), Section 16-22 (Use Regulations), § 21 is hereby amended as follows:
Add the requirement of a conditional use permit to Sec. 16-22 §21.
21. Sporting clays field and/or pistol range, with a conditional use permit."

Ordinance Amendment #2009-02
ON MOTION OF SUPERVISOR BIRDSONG, seconded by SUPERVISOR CAPLE and carried: RESOLVED that the Sussex County Board of Supervisors hereby sends Ordinance Amendment #2009-02 of the Sussex County Code, Chapter 16, (Zoning) Article II (General Agricultural District), back to the Planning Commission to clearly define the terms “sporting clays fields and pistol ranges in Sussex County,” prior to the Board of Supervisors considering again said ordinance amendment.
Voting aye: Supervisors Birdsong, Caple, Fly, Harrell, Parker
Voting nay: none
Absent: Supervisor Tyler

2.  Reminder:  VCDL membership meeting in Annandale on Thursday

VCDL will have its monthly membership meeting this Thursday, November 19th,  at the Mason Government Center in Annandale.

The meeting formally starts at  8 PM, with fellowship beginning at 7:30 PM.

VCDL VP, Jim Snyder, will be discussing VCDL's legislative agenda and Board member Bruce Jackson will be discussing tips and tricks for working the VCDL booth at gun shows (an extremely important topic, of which Bruce is a master).

The meeting is open to the public and you are encouraged to bring friends, family, coworkers.

After the meeting the group will go to a local restaurant for continued fellowship.  If you wish to carry at the restaurant, they do  serve alcoholic beverages for on-premise consumption, so you will need  to open carry to stay in compliance with state law.

Defense Education Week 2009

November 9th – 14th is Defense Education Week, hosted by Students for Concealed Carry on Campus at colleges across the country.  Virginia Tech is participating with week-long events, speakers, newspaper articles, and demos pertaining to the issue, conducted by Registered Student Organization Students for Concealed Carry on Campus at Virginia Tech.

We strongly believe that the ban on Virginia campuses will be lifted in the 2010 legislative session, which will start in January.  Support for the cause has continued to rise as more people see that there is no good reason to deny state-permitted individuals to carry concealed firearms while on campus, just like they do everywhere else.

Philip Van Cleave is the President of the Virginia Citizen’s Defense League, a large and very active gun-rights group fighting for the citizens of Virginia.  He will present a speech outlining the need and reason for concealed carry rights on Virginia’s public campuses.

After Mr. Van Cleave’s speech, a Q&A forum will be held where supporters and dissenters can inquire about the topic further.

Leyla Myers is the Virginia State Coordinator for the Second Amendment March, an event to be held in April of 2010 in Washington, D.C., to remind our lawmakers who their anti-gun legislation affects.  She will be speaking briefly about the event and how the mission of SCCC is part of the bigger picture.  Q&A will follow the event.

7-9pm, McBryde 129 – Teresa McKensie (attack survivor) and SCCC at VT representatives

Teresa McKensie is a resident of Southwest Virginia and has been featured on CNN after she used her firearm to defend herself from her ex-husband.  Others will join Mrs. McKensie in sharing their stories of having used their firearms in self-defense and/or reasons why they decided to carry a firearm.  Emphasis will be given to the ladies of firearm ownership, as their voices are often ignored and dismissed in this issue.

11am – 12:30pm, TBA – Jack Rumbaugh, Suarez Intl.

Jack Rumbaugh is the Virginia Staff instructor for Suarez International, a training company that offers courses around the world to teach self-defense in close-combat and armed situations.  A demonstration of self-defense techniques will follow a speech from Mr. Rumbaugh on the education and training that is necessary to be able to defend yourself in an attack situation.  Note that the location of this event will be off-campus as airsoft/simulated weapons may be used for demonstration purposes.

All concerned Virginia Voters,

I hate to sound like a broken record by only discussing the Attorney Generals race so far - but then no one else has an opponent as uninformed, or afraid, as the man running against VCDL PAC's Endorsed Candidate for Attorney General, Ken Cuccinelli.

The VCDL PAC is grateful to have Ken Cuccinelli, as Virginia's next Attorney General, stand with us in defending Virginia gun owners' Tenth Amendment rights.

Below you will find a link to the coverage on the final Attorney General Debate held in Richmond on October 22nd.  Ken's opponent, Steve Shannon, is trying desperately to make Ken Cuccinelli's defense of state sovereignty somehow a racial issue (!)  - what Ken's position reflects is the Constitution of the United States and the Bill of Rights.  Maybe Mr. Shannon should read them some time.

Here is where Shannon twisted the phrase "state rights" and gave it racial overtones:

...Shannon, a delegate from Fairfax County, charged that Cuccinelli wants to be a "states’ rights attorney general." Shannon took note of the Republican’s emphasis on fighting the federal government and his fondness for the motto "Don’t Tread on Me," the legend on the yellow Gadsden flag that has become an unofficial symbol of state senator’s campaign. The symbol also has been embraced by conservative "tea party" activists.

"He’s talking about states’ rights," Shannon said. "What does it mean to be states’ rights? You have to understand what our history is in order to make sure we don’t make the same mistakes again. States’ rights has a very dark meaning in a lot of what we’ve done with regard to our unwillingness to integrate our schools, with regard to the issue of slavery."

Cuccinelli fired back, accusing Shannon of "race baiting" and calling the Democrat’s remarks "a very unfortunate form of campaigning."

"That is truly desperate and it is over the line and it isn’t substantive," Cuccinelli said after the debate. "He wasn’t talking about the issues that bring the question of federal-state relations up today, like right to work. He was literally just trying to throw a grenade in that frankly is terribly inappropriate and not very constructive to the debate."

"I’ve talked about the 10th amendment," Cuccinelli said. "I’ve talked about state sovereignty. I have worn a ‘Don’t Tread on Me’ pin on occasion."

Shannon stood by his comments after the debate, saying, "I don’t know of any other person who runs for attorney general talking about being a states’ rights attorney general. And that’s what I call dog whistle politics. It’s very dangerous when people who have a history of being an ideological or cultural crusader talk about being a states’ rights candidate."...

  -- Thank Bill Bolling for answering the survey 100% pro-gun.
  -- For those who answered less than perfect, pick one or two
     questions, present them with the facts and urge them to reconsider
     their position.

If they didn't answer the survey, that frequently indicates indifference, if not outright hostility, toward YOUR Right to Keep and Bear Arms.

Remember, if they are afraid to take a public stand on these issues now, before the election, then they are unlikely to be very responsive to your views after the election.

The excellent pro-gun voting record for Matt Lohr, who is the incumbent running in the 26th District, was not properly considered when the VCDL-PAC was figuring out who to endorse in the race.

The VCDL-PAC originally decided to endorse Matt Lohr's opponent as he turned in a slightly better survey.  VCDL had been asked to report the legislative record of the various incumbent candidates under consideration. In reviewing the endorsements that the VCDL-PAC announced a few days ago, they realized that they had not properly reported Matt Lohr's legislative record and notified the VCDL-PAC of the error.

As you know, an actual voting record must be given strong consideration as what people do is more important than what they claim they will do.

Upon final review, the VCDL-PAC has decided to Endorse Matt Lohr in the race, as his voting record shows him to be a strong supporter of your gun rights.

We apologize for the confusion.
